TOWN OF ALMA BOARD MEETING MINUTES

November 19, 2025

All Board members present:

Meeting called to order by Chairman Flick at 7:25 PM following completion of Budget hearing.

Minutes from October15, 2025 were read into the record. Motion by Matt Murray, second by Tom Gearing to approve the minutes as read. Motion carried.

Treasurer’s report:  Current balance $224,331.37 less $86,000.00 reserved for equipment, 5,450 building reserve for a cash on hand balance of $132,881.37.    Motion by Gearing, second by Murray to approve report.  Motion carried.

Motion by Murray, second by Gearing to authorize payments for the month. Motion carried.

Citizen comments: Bill Laurent County updates: Approved County levy, approved Economic Development position, approved Environmental Engineer hire. Approved purchase of 1200 acres near Bear Bluff using grant funds. Also discussed new County Highway shop with estimated cost of 33.3 million not to exceed 43 million.

  1. Road report- Sand Road culvert- Brian met with DNR and they would prefer 6’ culvert over 5 foot.
  2. Motion by Gearing second by Murray to approve Resolution 2025-02 as amended.
  3. Discussed truck purchase-Town of Adams-2009 International with plow and sander-$40,000 plus an additional $12,000 that would need to be spent on repairs. Town of Hixton, 2011 international with plow and sander. Also has heated windshield and wipers and roto-grip chains for $35,000. Motion by Gearing second by Murray to approve purchase of the Town of Hixton truck. Motion carried.
  4. Railroad crossing update-per correspondence for OCR signs need to be raised. Dan will take care of.
  5. Discussion on Chapter 9 ordinance 2004-02 regarding junk and unlicensed vehicles.
  6. Discussed new tax collection program- Kathy discussed what boards position would be on sending receipts. Board agreed to not send receipts. Scandal sheets no longer allowed.
  7. Discussion on Assessor contract- Town needs to be revalued with field work to occur in 2026 and 2027 with new values for 2028. Cost would be $26,000 per year. Motion by Gearing, second by Murray to approve contract. Motion carried.
  8. Clerk provided update from the Black River Falls Rural Fire District meeting held on October 24, 2025.

Next meeting scheduled for December 17, 2025.

Motion by Murray, second by Gearing to adjourn. Adjourned at 8:35 PM.
